UIPM Russia and Its International Accreditations



UIPM Russia is accredited by the Grandmaster of the Sovereign Knightly Order of the Kingdom of Prussia, Russia, and is a partner of the European Commission. Additionally, UIPM Russia is registered under the Higher Education Sustainable Initiative (HESI) and holds international accreditation as an International Higher Education Institution by the Quality Assurance in Pre-tertiary and Higher Education (QAHE). Furthermore, UIPM is affiliated with EDEN (European Distance and E-Learning Network) and HESI, both of which operate under the auspices of the United Nations. UIPM's accreditation holds an equivalent status to government accreditation institutions across the Asia-Pacific region, including the National Accreditation Board for Higher Education. This is due to its membership in the Asia Pacific Quality Network (APQN), which plays a pivotal role in shaping policies and advancing higher education in the Asia-Pacific region, particularly in Indonesia. Additionally, UIPM is registered as a Non-Governmental Organization (NGO) with Special Consultative Status at the UN and is accredited at the UN Office in Geneva.

UIPM as a Non-Governmental Organization (NGO)

UIPM, in its role as an NGO, operates under Article 71, Chapter 10 of the United Nations Charter, which defines the consultative function of non-governmental organizations. NGOs, by nature, are not profit-oriented but instead focus on advocating for universal rights, policy monitoring, and government accountability. In numerous countries, NGO representatives are granted the opportunity to participate in and report on government performance through attendance at UN General Assembly conferences.

B. Diplomat Program

The Diplomat Program is an exclusive and highly selective program designed for individuals seeking to become official Diplomats of UIPM UN-ECOSOC. Admission to this program requires candidates to demonstrate proficiency in English and successfully complete Diplomatic Education at UIPM UN-ECOSOC.

Definition of a Diplomat

A UIPM Diplomat serves as an official representative of UN-ECOSOC, tasked with executing diplomatic and consular duties to advocate for international interests. A UIPM Diplomat is appointed by UN-ECOSOC to engage in diplomatic relations with one or more countries or international organizations. Their primary responsibilities include:

  • Representing and protecting the interests of UIPM UN-ECOSOC

  • Initiating and facilitating strategic agreements

  • Negotiating treaties and conventions

  • Promoting UIPM UN-ECOSOC initiatives

  • Strengthening educational, technological, and economic collaborations

  • Establishing and maintaining bilateral and multilateral relations between UIPM and other institutions

Categories of UIPM Diplomats

UIPM Diplomats are classified into three categories:

  1. Military Diplomats (Army, Navy, Air Force)

  2. Police Diplomats

  3. Civilian Diplomats



Diplomat Program Description

1. Military Diplomats

  • Selected from active or former military personnel (Army, Navy, Air Force) to represent their national armed forces

  • Eligible for the Commemorative Medal of Peace, awarded by the Soldiers of Peace International Association (SPIA) on behalf of the UN

  • Granted the right to attend UN General Assembly events in Geneva or New York

  • Must have previously participated in UN Peacekeeping Missions or contributed to UN Humanitarian Missions

2. Police Diplomats

  • Selected from active or former law enforcement personnel to represent their national police force

  • Eligible for the Commemorative Medal of Peace, awarded by SPIA on behalf of the UN

  • Granted the right to attend UN General Assembly events in Geneva or New York

  • Must have previously participated in UN Peacekeeping Missions or contributed to UN Humanitarian Missions

3. Civilian Diplomats

  • Selected from qualified individuals within civil society to represent their country at an international level

  • Eligible for the Commemorative Medal of Peace, awarded by SPIA on behalf of the UN

  • Granted the right to attend UN General Assembly events in Geneva or New York

  • Must have previously contributed to UN Peacekeeping Missions or UN Humanitarian Missions
